摘要:2019年5月国家三级公立医院绩效考核工作全面启动,引起公立医院高度关注。本文首先对我国新医改以来公立医院绩效考核政策和相关工作进行了梳理;其次对国家三级公立医院绩效考核工作主要特点、《国家三级公立医院绩效考核操作手册(2019版)》主要内容、几项特殊指标进行了解读;最后对绩效考核指标体系进行了系统评价,包括指标体系逻辑性、指标权重确定、指标数据质量、指标数值导向性、考核结果可比性、指标体系信效度和可操作性等方面,并提出了相应政策建议。 |

Interpretation and analysis of performance evaluation index system of tertiary public hospitals in China |

Abstract:The performance appraisal for national tertiary public hospitals was fully launched in May 2019, which caused more attention from public hospitals. This research first reviewed the performance evaluation policies and related works of public hospitals since the new round of healthcare system reform in China. Second, interpretation was conducted aiming at describing the main characteristics of the performance evaluation, the major contents of the “National Tertiary Public Hospitals Performance Evaluation Operational Manual (2019 edition)” and several special indicators as well. Last but not least, authors of this research have put forward some systematic comments and corresponding policy recommendations on the performance evaluation index system including its logicality, index weight determination, index data quality, index value orientation, assessment results comparability, and then the reliability, validity and operability of index system. |
