| 摘要:基层医疗卫生服务体系建设是我国医疗卫生体制改革的重点，虽然经过多年改革但仍然存在很多突出问题。在新冠肺炎疫情背景下，更显现出基层医疗卫生体系建设的重要性和紧迫性。本文结合湖北省武汉市调研情况，首先梳理了疫情防控中各利益相关者模型，其次从利益相关者的视角分析了疫情防控中基层医疗卫生服务体系存在的主要问题及其原因，最后从不同利益主体的视角提出了疫情后基层医疗卫生服务体系建设的优化策略：加大财政投入，推动"三医联动"改革，完善社区联防联控机制。 |

| Abstract:The primary health service system is the focus of China's medical and health system reform. After years of reform continued reforms in the domain of health in China, it has been proved that there are still many outstanding problems that need a quick, accurate and effective response. The COVID-19 pandemic showed the importance and urgency of primary health service system ever since it emerged, and this continues to be more apparent nowadays. Based on the investigation in Wuhan City, Hubei Province, this article sorts out various stakeholder models in epidemic prevention and control first, and then analyzes the main problems faced by the primary health service system during the epidemic prevention and control and their causes from the perspective of stakeholders. At the end, the perspectives of different stakeholders put forward an optimization strategy for the establishment of the primary health service system after the pandemic through increasing the financial investment, promoting the reform of the "three-medicine linkage", and improving the community joint prevention and control mechanisms. |
