| 摘要:目的：分析我国和美国药品患者援助项目的实施方式并进行对比，为推动我国慈善捐赠的发展和完善我国医疗保障制度体系提供建议。方法：通过文献研究和对国内外患者援助平台的梳理，归纳我国与美国药品患者援助项目的实施方式，并通过对比研究发现中美的实施差异。结果：我国药品患者援助项目晚于美国30余年，与美国相比，存在实施主体单一、实施模式较为简单、覆盖药品品种少等现象。结论：建议制药企业创新药品患者项目的援助模式，结合患者群体疾病需求选择援助品种，政府加大捐赠税收优惠、鼓励企业开展患者援助项目，以推进药品患者援助项目的实施，从而完善我国医疗保障制度体系。 |

| A comparative study on the implementation modes of the Patient Assistance Programs between China and U.S. |

| Abstract:Objective: To analyze and compare the implementation methods of the Patient Assistance Programs in China and The United States of America, and to provide recommendations for promoting the development of China's charitable donations and medical security system. Methods: Through literature research and combining both domestic and foreign patient assistance platforms, the methods of the Patient Assistance Programs in China and U.S. were summarized, and the differences in implementation modes between China and U.S. were concluded through comparative analysis. Results: Compared to the situation in the U.S., the Patient Assistance Programs are more than 30 years late in China. The comparative analysis found that there is a single implementation subject, relatively simple implementation methods, and a small number of covered drugs in China; which is totally different from the case in the U.S. Conclusions: It is recommended that pharmaceutical companies should innovate their Patient Assistance Programs modes, select drugs based on the disease type and needs of the patient group, and the government should increase tax incentives for donations, as well as encouraging companies to carry out different assistance projects so as to promote the Patient Assistance Programs implementation and improve China's medical security system. |
