| 摘要:基于定性研究方法，对浙江省六个医保统筹地区2016-2018年个人账户购买商业健康险政策的实施效果及原因进行分析。研究发现，浙江省初期政策效果不明显，其原因可能包括医保部门对政策的态度、政策宣传、利用政策的程序、利用政策的前提、参保人对商业健康险的观念以及政策准备期等方面。政策建议：（1）实施政策因地制宜；（2）完善政策宣传工作；（3）简化参保人利用政策的流程；（4）适当放宽利用政策的前提；（5）提高参保人健康保险意识。 |

| Effect and influencing factors of the policy permitting personal accounts to purchase commercial health insurance:Based on interviews with key insiders from six districts in Zhejiang Province |

| Abstract:Based on qualitative research methods, this paper explores the effect and influencing factors of the policy permitting personal accounts to purchase commercial health insurance in six districts of Zhejiang Province during the period from 2016 to 2018. Results found that the effect of policy was weak in the early stage, and its factors of influence mainly included the attitude of the local health security department to the policy, policy publicity, policy utilization procedure, policy restrictions, notion of enrollees towards commercial health insurance, and the policy preparation period. Based on findings of this research, the following suggestions are put forward for regions that have implemented or are planning to introduce similar policies:(1) Implementation of policies according to local conditions should be strengthened; (2) The policy publicity should be improved; (3) Policy utilization procedures should be optimized; (4) The policy restrictions should be appropriately relaxed; (5) The health insurance awareness for enrollees should be improved. |
