| 摘要:县域医共体的构建与运行超越了单一行政部门和服务组织边界，需要运用更加系统化与整体性的视角进行治理。本文基于整体性治理理论，从治理理念、治理结构、治理机制三方面结合安徽省紧密型医共体建设的实践，对紧密型医共体建设过程与关键要素进行分析，归纳总结紧密型医共体整体性治理模式的构建逻辑与实现路径。并进一步对整体性治理模式的适用性、确立“以健康为中心”的共同目标与推进医防融合、探索医共体内医保基金和基本公卫经费打通使用等医共体建设中的关键问题进行了讨论。 |

| The construction logic and implementation path of the merged county medical community from the perspective of holistic governance |

| Abstract:The construction and operation of merged county medical community goes beyond the boundary of single administrative department and service organization, and needs to be governed from a more systematic and holistic perspective for governance. Based on the theory of holistic governance, this paper analyzes the construction process and key elements of the merged county medical community from the perspectives of governance concept, governance structure and governance mechanism. These key elements combine the practice of the merged county medical community construction in Anhui Province. This paper also summarizes the construction logic and implementation path of holistic governance model coinciding to the merged community health service alliance. Furthermore, the key issues were discussed, including the applicability of the holistic governance model, the establishment of the common goal of “health-centered development concept” and the promotion of integrated medical care and prevention services, as well as the exploration of open use of health insurance fund and basic public health funds in the medical community. |
