| 摘要:以异地就医结算政策文件为依据，采用内容分析法，提炼我国政府部门应对异地就医问题所印发的政策文件的基本要素，以分析异地就医结算政策的发展历程、基本特征及发展趋势。异地就医结算政策的演变可划分为三个阶段：政策探索期、政策发展期、政策推广期。政策总体呈现渐进式发展，具体表现在：政策对象扩大与聚焦并存、政策工具从多元探索到一元为主、具体措施从模糊到精准，政策范式符合第二序列变迁特征，政策议题地位从边缘向核心转变。在今后相当长的一段时间内，异地就医将作为一项重要政策议题，沿着既有政策范式渐进变化。 |

| Evolution and trend of the cross-pooling healthcare policy of basic medical insurance in China: Based on content analysis of policy document |

| Abstract:Using the content analysis method, the paper abstracted the basic elements of the policy documents issued by Chinese government to deal with the problem of the cross-pooling healthcare, so as to analyze the development process, basic characteristics and development trend of the policy. The evolution of the policy can be divided into three stages:policy exploration period, policy development period and policy promotion period. The policy presented a gradual development, which was manifested in:the coexistence of expansion and focus of policy objects, the change of policy tools from multiple exploration to unitary, the change of specific measures from fuzzy to precise, the policy paradigm in line with the characteristics of the second sequence of changes, and the change of policy topics from periphery to core. For a long time in the future, the cross-pooling healthcare will be an important policy topic, which will gradually change along the existing policy paradigm. |
