| 摘要:药品集团采购是目前国内区域药品集采的典型模式，与国家集采常态化运行的协同发展，对建立国家药品市场化采购体系具有重要意义。本文通过分析国内药品集团采购模式的发展现状，从管理机制、价格策略、市场竞争、采购规则四个方面比较分析了国家药品集中带量采购与药品集团采购的差异，重点围绕监管机制、服务功能、市场竞争与协同发展，讨论了国内药品集团采购的未来发展挑战，并给出了相应的发展对策。研究成果能够为优化药品集团采购管理实践、促进药品带量集采高质量协同发展提供助力。 |

| Comparison and development strategy research of the procurement modes of pharmaceutical groups from the normalized perspective of national centralized procurement |

| Abstract:Procurement of pharmaceutical groups is a typical mode of regional centralized drug procurement in China. Its coordinated development with the normal operation of national centralized procurement is of great significance to the establishment of the nation's market-oriented drug procurement system. By analyzing the development status of current domestic pharmaceutical groups' procurement modes, this work compared and analyzed the differences between national centralized volume-based drug procurement and the procurement of pharmaceutical groups from four aspects:management mechanism, pricing strategy, market competition, and procurement policy. With a focus on supervision mechanisms, service functions, market competition and coordinated development, the work discussed the future development challenges in the procurement of domestic pharmaceutical groups, and provided the corresponding development countermeasures. The results of this research should provide assistance for optimizing the procurement management practice of pharmaceutical groups and promoting the high-quality coordinated development of volume-based centralized drug procurement. |
