| 摘要:本文通过分析俄罗斯卫生安全国际合作的战略政策及其开展的双边和多边行动，发现俄罗斯将卫生安全国际合作作为重要软实力工具来促进外交关系并提升国际影响力；并总体以外交战略的优先方向选择双边合作对象，通过以点带面、逐步扩散的策略，采用科技赋能的方式与各国建立有针对性的合作；同时，俄罗斯充分认识到多边机制对提升国际影响力的优势，积极利用主场外交提升话语权；最后，在对外援助方面，俄罗斯结合自身国情和承受能力，选择通过有效的三方合作培育卫生发展援助的实施能力。这些经验对于作为全球卫生治理新兴参与者的国家，具有重要的借鉴意义。 |

| Experiences and inspirations of international health security cooperation in Russia |

| Abstract:This article analyzed Russia's strategical policies on international health security cooperation and bilateral and multilateral actions, and discovered that Russia uses international health security cooperationas a critical soft power tool to promote diplomatic relations and enhance international influence. It was found that during the selection of bilateral cooperation partners, Russia generally prioritizes those that align with its diplomatic strategies, and that it adopts the strategy of point-to-areagradual diffusion, and uses science and technology empowerment to establish targeted cooperation with other countries. In addition, Russia fully recognizes the advantages of multilateral mechanisms in enhancing international influence, and actively uses home diplomatic eventsto enhance its discourse power. Finally, in terms of foreign aid, Russia chooses to cultivate its ability to implement health development aid through effective tripartite cooperation based on its own national conditions and affordability. These experiences should provide important inspirations to countries that are emerging in the participation of global health governance. |
