| 摘要:近年来，“惠民保”的快速发展为多层次医疗保障体系的建设提供了有益补充，其中江苏地区的发展程度相对较高。为助力江苏“惠民保”的高质量发展，本研究基于协同治理理论的分析框架，选取江苏典型地区“惠民保”产品进行比较分析，总结出目前发展进程中存在着产品定位不清、参与主体单一、协同力度不够和治理手段缺失等问题，并尝试从明确目标定位、加强主体间协同、细化产品效能和规范产品运行等层面探索建构“惠民保”可持续发展的协同治理模式，使“惠民保”能够真正发挥其“惠民”之实效。 |

| Abstract:In recent years, the rapid development of "Huimin insurance" has provided beneficial supplement for the construction of multi-level medical security system, among which the development degree of Jiangsu is relatively high. In order to promote the high-quality development of "Huimin insurance" in Jiangsu province, based on the analysis framework of collaborative governance theory, the products of "Huimin insurance" in typical areas of Jiangsu province were selected for comparative analysis, and the problems such as unclear product positioning, single participant, insufficient synergy and lack of governance means were summarized in the development process. It also tries to explore and construct the cooperative governance mode of sustainable development of "Huimin insurance" from the aspects of clear target positioning, strengthening cooperation between main bodies, refining product efficiency and standardizing product operation, so that "Huimin insurance" can give full play to its actual effect of "benefiting people". |
