| 摘要:目的：对新医改以来国家层面所出台的39份公立医院改革政策进行量化评价，辨析和把握公立医院改革政策设计的优劣之处，从而为政策的优化和创新提供有针对性的研究支撑和对策建议。方法：借助PMC指数模型，构建包含9个一级指标和35个二级指标在内的公立医院改革政策评价体系，以此对各个政策文本进行质量评分测量和质量等级划分，并对公立医院改革政策质量进行整体性和具体性分析。结果：公立医院改革政策PMC指数模型得分均值为7.863，政策文本质量等级为完美、优秀、良好和合格的数量占比分别为12.82%、41.03%、33.33%和12.82%，没有出现不良等级的政策文本。结论：整体而言，公立医院改革政策质量优良，但部分政策在某些指标评分上存在不足；需要从强化政策设计规范和完善政策保障举措等方面更好提升公立医院改革政策质量，促进政策落地。 |

| Policy evaluation of public hospital reform under the background of new healthcare system reform |

| Abstract:Objective:This study aims to quantitatively evaluate 39 public hospital reform policies issued at the national level since the new healthcare system reform and analyze the quality of public hospital reform policies to provide targeted research support and suggestions for policy optimization and policy innovation. Methods:We first constructed a policy evaluation system consisting of 9 first-level and 35 second-level indicators with the help of the PMC index model, then measured the quality score of each policy text, and finally analyzed relevant policies from the holistic perspective and the specific perspective, respectively. Results:The average score of the PMC index model of public hospital reform policy is 7.863. The percentages of policies of perfect, excellent, good, and qualified grades are 12.82%, 41.03%, 33.33%, and 12.82%, respectively. Meanwhile, there were no policy texts with poor quality grades in the policy evaluation process. Conclusions:Overall, the quality of public hospital reform policies is good, but some policies have shortcomings in some indicator scores. In the next step, it is necessary to enhance the quality of policies by strengthening the norms of policy design and improving policy guarantee measures, and finally realize the effective implementation of public hospital reform policies. |
