| 摘要:基于政策工具视角，从2000年以来国家及有关部委出台的312份文件中，综合考虑权威性、全局性和代表性选择31份政策文件为研究对象，采用文本内容分析法和时间序列分析，探究自进入老龄化社会以来，我国养老服务体系建设相关政策工具类型、数量、结构及内容。研究发现，十八大以后我国养老服务体系建设重点从支持居家、社区、机构养老，进入到系统全面推进各种养老方式协调发展、资源整合和优化配置的协同发展阶段，但使用的政策工具依然存在结构不均衡、内容不衔接、实施不通畅等问题。研究从加强需求评估、提高政策精准性，优化资源配置、提高政策可及性，打通制度壁垒、提高政策协同性等方面提出了政策建议。 |

| Research on the construction of elderly service system in China from the perspective of policy instruments |

| Abstract:This paper explores the type, quantity, structure and content of policy instruments concerning elderly service system since the beginning of an aging society. From the perspective of policy instruments, this paper studies 31 policies among 312 documents issued by the state and relevant ministries and commissions since 2000, with comprehensive consideration of their authority, comprehensiveness and representativeness. Through text content analysis method and time series analysis the study finds that after the 18th CPC National Congress, the focus of China's elderly service system construction has evolved from supporting elderly care at home, in the community and relying on institutions to promoting systematically and comprehensively a coordinated development of various means of elderly care, and an integration and optimized allocation of resources.However, the existing policy instruments used are still structurally unbalanced, and their contents are incompatible, implementation obstructed. The study therefore proposes to policy makers to strengthen demand assessment, improve precision of policy, optimize resource allocation, improve policy accessibility, break down institutional barriers, and to improve policy synergy. |
