| 摘要:我国生物医药产业正向高质量方向转变，自中国(海南)自由贸易试验区成立以来，政府先后发布并实施若干管理办法，促进海南生物医药产业发展。借助政策红利，海南自由贸易试验区在顶层政策法规设计、研发投入及产出、贸易投融资、国际合作等方面已取得阶段性成果，但是仍然存在国际法律衔接不良、产业结构失衡、人才引进困难、医疗资源制约、金融业开放度低以及产业集群难等问题。为推进海南自由贸易试验区生物医药产业高质量发展，应尽快构建与国际接轨的法律体系，充分运用制度优势和政策红利，鼓励政府基金和风险投资介入行业发展，完善高端人才全球引进机制，推动生物医药产业链建设，利用区位优势强化对外合作，不断深化“政产学研医用”，为海南自由贸易试验区生物医药产业发展提供保障。 |

| Status quo and relevant suggestions on biomedical industry in China (Hainan) pilot free trade zone |

| Abstract:Biomedical industry is heading towards a high quality. Since the establishment of China (Hainan) Pilot Free Trade Zone, the government has successively issued and implemented several management measures to promote development of biomedical industry in Hainan. With the help of policy dividends, Hainan Free Trade Pilot Zone has achieved phased results in top-level policy and regulation design, input and output of research and development, trade investment and financing, as well as international cooperation. However, problems such as poor connection between international laws, unbalanced industrial structure, difficulties in talent introduction, restrictions on medical resources, low openness of the financial industry, and forming industrial clusters need to be solved urgently. It is suggested that a legal system in line with international standards is constructed as soon as possible, government funds and venture capital should be encouraged in this industry while making full use of institutional advantages and policy dividends, and high-level global talents introducing mechanism should be perfected to boost the construction of biomedical industrial chain so that the industry gains high-quality development in China (Hainan) Pilot Free Trade Zone. Meanwhile, foreign cooperation should be strengthened through location advantages, and the "government-industry-academia-medical research" chain be continuously deepened to guarantees the growth of biomedical industry. |
