摘要:目的:分析宁夏回族自治区药品集中采购政策文本,探讨政策特点及不足并提出优化建议。方法:检索宁夏回族自治区2015年以来省级层面发布的药品集中采购政策文本,采用三维分析框架对其进行量化分析。结果:本研究纳入68份政策文本共生成1 779个分析单元。命令与规制型工具(79.11%)和能力建设型工具(11.35%)使用较多;政府部门(47.81%)、医疗机构(21.99%)和医药企业(17.86%)受到较多关注;政策落点集中于外部环境(32.87%)和招标环节(16.33%)。政策建议:增加激励型、系统变革型和信息与规劝型工具的使用,并优化内部结构;适当提高对患者、零售药店和专家的关注度,统筹兼顾各方利益;加强药品质量和供应保障、增强医疗机构和医生临床用药的自主性、保障医疗机构及时回款。 |

Quantitative research on centralized drug procurement policy text based on three-dimensional analysis framework: A case study of the Ningxia Hui Autonomous Region |

Abstract:Objective: To explore the policy features and possibilities to overcome shortcomings on the basis of analyzing the text of centralized drug procurement policy in Ningxia. Methods: The centralized drug procurement policy texts issued at the provincial level in Ningxia since 2015 are retrieved and quantitatively analyzed with a three-dimensional analysis framework. Results: A total of 1 779 units aregenerated from the 68 policy texts included in this study for analysis. Command and regulatory tools (79.11%) and capacity-building tools (11.35%) were used more often; government departments (47.81%), medical institutions (21.99%), and pharmaceutical enterprises (17.86%) were given more attention; and the policy implementation focus were on the external environment (32.87%) and the bidding process (16.33%). Suggestions: Increase the use of incentive, systemic transformation and information and exhortative tools, and optimize internal structures of policy tools. Meanwhile, in order to harmonize the interests of all parties, appropriately increasethe focus on patients, retail pharmacies and specialists. In addition, it is necessary to enhance drug quality and supply assurance, improve the autonomy of medical institutions and doctors in the clinical use of drugs, and ensure timely payments collection by medical institutions. |
