| 摘要:日益严重的人口老龄化与不断增加的长期护理需求，对长期护理服务质量提出了更高要求，但我国目前仍缺乏行之有效的全面质量监管体系。德国已建立了成熟的长期护理服务质量监管制度，包括相对完善的监管体系、科学规范的监管标准与活动、独立专业的第三方监管机制和及时有效的质量信息社会公示制度等。我国可借鉴德国的经验，探索并完善我国长期护理服务质量监管制度，更好地保障服务对象权益，提升长期护理保险基金利用效率。 |

| The experience and implications of long-term care quality supervision in Germany |

| Abstract:Increase in aging population and demand for long-term care have put forward higher requirements on long-term care quality. However, currently effective care quality regulation system has not yet been established in china. Meanwhile, Germany has established a mature regulatory system, including a relatively complete regulatory system, scientific and standardized regulatory standards and activities, independent and professional third-party regulatory mechanisms，and timely and effective quality information publicity system, which provides possible experience to China in its exploration of a better long-term care quality regulation system, to better meet the demand of disabled individuals and improve the efficiency of long-term care fund utilization. |
