| 摘要:目的：本研究旨在对各省定点零售药店纳入门诊统筹的政策进行比较分析，总结各种政策模式的优缺点，为优化定点零售药店纳入门诊统筹的政策提供参考。方法：检索收集2023年2月15日—2023年7月31日各省发布的定点零售药店纳入门诊统筹相关文件，采用比较分析法进行归纳总结。结果：各省在政策发布形式、定点零售药店纳入门诊统筹模式、遴选要素、处方流转、医保待遇等方面存在多种模式和政策差异。结论：门诊统筹定点零售药店政策制定需与政策环境相匹配；处方流转是门诊统筹定点零售药店顺利运行的推力；医保待遇水平和门诊统筹药品价格是门诊统筹定点零售药店顺利运行的拉力；药学服务和医保服务水平是门诊统筹定点零售药店顺利运行的吸力。 |

| An inter-provincial comparative study on the inclusion of retail pharmacies into outpatient pooling policies in China |

| Abstract:Objective: This study aims to compare and analyze the policies regarding the inclusion of designated retail pharmacies into outpatient coordination in various provinces, to extract experience, summarize the advantages and disadvantages of various policy models, and provide reference for improvement of policies regarding the inclusion of these pharmacies into outpatient pooling. Methods: By means of comparative analysis, the policies associated with the inclusion of designated retail pharmacies into outpatient pooling issued by various provinces provinces in China from February 15 2023 to July 31 2023 were retrieved, collected and summarized. Results: There are various policy models and differences among provinces regarding policy release forms, inclusion of designated retail pharmacies in the outpatient pooling mode, selection factors, prescription circulation, and medical insurance treatment. Conclusion: Outpatient coordination of designated retail pharmacies policy formulation needs to match the policy environment; The circulation of prescriptions is crucial for the smooth functioning of outpatient coordinated and designated retail pharmacies; The level of medical insurance treatment and the price of outpatient coordinated drugs are the pulling forces for the smooth operation of outpatient coordinated designated retail pharmacies. The quality of pharmacy services and medical insurance services is the attraction for the smooth operation of outpatient coordination designated retail pharmacies. |
