| 摘要:目的 对比中央层面与49个国家级试点城市长期护理保险政策的差异，为制度全面推行提供决策依据。方法 基于构建的长期护理保险政策分析框架，采用内容分析法，对15份中央政策文本及228份试点城市政策文本开展系统性比较，并辅以官方新闻报道作为补充材料。结果 各试点地区已基本完成核心制度建设，但在城乡居民覆盖、筹资渠道独立性、服务目录对应、专业照护人员供给及信息化技术应用等方面，与中央层面政策要求尚存显著差距。结论 建议各试点城市立足实际，稳步推进制度转型，逐步扩大参保对象覆盖范围，细化待遇给付的内容和标准，通过战略性支付整合存量照护资源，引领区域信息化建设，为制度统一规范推进奠定基础。 |

| A comparative study on long-term care insurance policies from the central-local government perspective |

| Abstract:Objective To compare the differences in policy content between the central-level long-term care insurance （LTCI） policies and those of 49 national pilot cities， providing reference for the comprehensive implementation of the system.Methods Based on the constructed long-term care insurance policy analysis framework， a content analysis method was adopted to compare 15 central policy documents and 228 local policy documents， supplemented by official news reports.Results The pilot regions have largely completed the core institutional development， but gaps remain compared to central requirements in areas such as coverage of urban and rural residents， independence of funding channels， alignment of service catalogs， supply of care personnel， and application of information technology.Conclusions It is recommended that pilot cities proceed steadily with institutional transformation based on local conditions， gradually expand the scope of insured persons， refine the standards for benefit content， leverage strategic purchasing to integrate existing resources， take the lead in regional information technology construction， so as to lay a solid foundation for the unified and standardized advancement of the LTCI system. |
