摘要:本研究通过应用DEA的方法,对2006年我国公立医院的技术效率进行经验分析,利用分层随机抽样法在三类医院中分别随机抽取100家医院。无论是医院的筹资体系、支付体系和管理体系,我国公立医院与西方国家公立医院都有明显不同。本文旨在补充我国DEA研究的文献资料,研究选择基于医院产出水平的DEA方法以验证假设。研究结果显示,与三级医院和一级医院相比,二级医院的平均技术效率值最低。另外,产出不足和/或投入过剩的分析结果显示,在不影响技术效率的情况下,医生/护士比率和高技术医疗设备可能需要进一步调整。研究结果可以作为评价我国公立医院技术效率的参考依据之一。 |

The technical efficiency analysis on China's public hospitals: application of data envelopment analysis |

Abstract:The study presents an empirical analysis of relative efficiency of the Chinese public acute hospitals by applying data envelopment analysis (DEA) and a regression model in a multi stage approach. The sample is randomly stratified into three levels of hospitals. This paper contributes to the DEA literature by adding empirical study from Chinese public hospitals. The study has chosen an output oriented DEA approach to achieve its objectives. The estimation procedures include decomposition of the technical efficiency obtained as scale efficiency and ‘pure’ technical efficiency under the assumption of variable returns to scale. The findings suggest that on average the general level II hospitals are least inefficient. In addition, results of input slacks and/or output slacks show that doctor/nurse ratio and high tech medical equipment could be further adjusted without affecting technical efficiency. Our result shows these will provide policy applications to improve Chinese public acute hospitals on the efficiency ground,Pulic hospital |
