| 摘要:本文对世界卫生组织基本药物概念的发展历程进行系统描述，并总结这一概念在典型发展中国家和发达国家的实践情况， 重点介绍在保证药品质量和安全、建立高效、透明和公平的药品采购供应体系、在完善的国家药物政策框架下协调各部门目标和各方利益等方面的经验。 |

| WHO concept of essential medicines and its practices in member states |

| Abstract:This article reviews the evolution of the WHO concept of essential medicines, and summaries its practices in typical member states including both developing countries and developed countries. The focused experiences and lessons are including: 1) securing the quality and safety of essential medicines, 2) establishing efficient, transparent and equal medicine procurement and supply system, 3) coordinating objectives of government agencies and interests of stakeholders through establishing comprehensive National Medicines Policy. |
