| 摘要:逐步实现医院药品购销零差率，切断医院和药品之间的经济联系，是理顺药品市场、减轻人民群众药品费用负担的重要策略之一。本文针对药品零差率的实现方法进行了探索，分析了药品零差率可能给医院带来的损失，评估了社会医保补贴医院损失的可行性，认为只要医院的大部分收入来源于社会医保的补贴，就是可行性的。社会医疗保险应当在药品零差率政策中发挥积极作用。 |

| Contribution of social medical insurance to promote zero profit drug supply policy in hospitals |

| Abstract:The zero profit drug supply policy and the split of the economic relationship between hospital and drug salers gradually are one of the important strategies to rationalize the drug market and reduce the residents burden of drug costs. In this paper, we explored the practical ways to eliminate the difference between purchase price and retail price of drugs in hospitals, and to analyze the potential loss of hospitals, and to evaluate the feasibility that social medical insurance subsided the loss of hospitals. This study concluded that as long as most of the revenue of hospitals come from the social medical insurance, it is feasible that social medical insurance provide subsidy to hospitals. Social medical insurance should play an active role in eliminating the difference between purchase price and retail price of drugs in hospitals. |
