| 摘要:医疗服务体系建设需要合理界定与落实政府主导责任，并保证公共财政的必要投入。我国当前要同时提高供方服务能力和保障需方支付能力,医疗服务体系涉及多方责任主体和利益相关人，需要建立有效的治理结构和运行机制，实现政府、医患保三方和其他利益相关方的责任落实和利益协调。本文从“管理型医疗”的国内外实践经验和理论分析总结入手，在《医疗服务治理结构和运行机制——走进社会化管理型医疗》专著研究成果的基础上，全面探讨我国当前医疗服务体系建设中的治理结构和运行机制问题，并提出六点政策建议。 |

| Governance structures and operational mechanisms of healthcare services under government leading |

| Abstract:It is essential to clear out and fulfill government responsibility on medical services，especially sufficient fiscal inputs. Chinas supply capability and effective demand of medical service should be enhanced synchronously. Stakeholders in healthcare services are various with different interests and responsibilities, so it is vital to build effective governance structures and operational mechanisms, which aim to realize interest harmonizing and responsibilities undertaking. Based on the output of a new book “Governance Structures and Operational Mechanisms of Health Services: Access to Social Managed Care”, which investigates governance structures and operational mechanisms of modern medical services comprehensively and thoroughly, this paper suggests six policy recommendations on Chinas health care reform. |
