| 摘要:上海市闵行区运用现代信息、金融服务技术手段与管理理念，在全市药品集中招标采购的基础上实行 “联合选择、集中签约、统一支付、政府监管”的药品管理办法，从结构上实现了医疗机构药品购销分离和药品收支管理分离；于过程中实现了采购成本的降低和用药结构的优化；在结果上实现了药品费用的降低和购销双方的利益均衡。基本切断了医疗机构与药品购销之间的直接利益纽带，逐步实现医疗机构的合理补偿，推动了医药卫生事业的良性发展。 |

| Evaluation of pharmaceutical management reform in Minhang district Shanghai city, China |

| Abstract:A new pharmaceutical management was adopted in MinHang district through employing modernized information and financial service technology, based on collective bidding in Shanghai. It arrived at the separation between pharmaceutical purchasing and utilization and between pharmaceutical revenue and spending management for hospitals, the saving of purchasing cost and optimization of pharmaceutical utilization, and the saving of drug expenditure and interest balance between the supply and demand sides. Direct financial relationship between medical services and pharmaceutical services has been broken, which promoted rational reimbursement of health institutions. |
