| 摘要:奥巴马的医改政策主要是通过减少政府干预和利用竞争机制，降低医疗服务成本和保险费用门槛，改善医疗服务质量，以及完善预防保健服务与信息技术，逐步建立全民医疗保障制度；同时，通过建立国家卫生服务与医疗保险监管机构，加强对医疗服务与保险费用的监督与管理，以建立一个高绩效的卫生保健服务与保障体系。 |

| Abstract:Obamas Health Plan tries to provide universial coverage to all citizens, through reducing government intentions and increasing competition, decreasing cost of the medical services and the threshold of the premium, improving the quality of medical service, and even through reinforcing preventive care and health information technology. While, it aims to establish regulation authority to supervise health service and health insurance institutions. It expects to create an efficient health care and health security system through reinforcing the supervision and management of medical services and premiums. |
