| 摘要:常熟市将城镇居民基本医疗保险纳入新农合并轨运行，医疗保险覆盖了户籍关系在全市行政区域内职工基本医疗保险参保范围外的所有农村和城镇居民，统一了筹资标准、补偿方案、管理部门和信息平台。两制衔接后，居民参保率保持高位水平，筹资水平不断提高，费用控制效果提升，医疗救助额度提高。这一做法的特点是发挥卫生主管优势，采取综合控费措施，加强“四位一体”基本医疗制度建设，加强了财政投入力度等。 |

| Abstract:Basic Medical Insurance for Urban Residents has been brought into New Rural Cooperative Medical Scheme (NRCMS) in Changshu City. The medical insurance covers all rural and urban residents besides the range of Basic Medical Insurance for Urban Employees, sharing the same financing standard, reimbursement scheme, administrative branches and information platform. Under the context of the two schemes, the insurance coverage rate kept high, the financing level enhanced, the expenses were better controlled and the amount of medical assistance improved. The characters of the practice are that it expressed the advantages of the health administrative department, controlled the health expenses synthetically, strengthened the “4 in 1” basic medical insurance scheme, and enhanced financial input. |
