摘要:自2007年底,澳大利亚政府实施自1984年引入全民医疗保险制度以来规模最大的一次医疗体制改革。在本轮医改中,澳大利亚政府出台了一系列加强卫生人力资源管理的重要举措,如新设独立的卫生人力管理机构、成立统一的注册和认证机构、加大卫生人力资源经费投入、创新管理体制和机制及制定全面卫生政策来引导卫生人力向基层流动。本文简要介绍了澳大利亚医改背景,重点描述了医改背景下的卫生人力资源管理新举措,并探讨其对我国医改进程中加强卫生人力资源建设的借鉴意义。 |

Health workforce reform in Australia and the revelation to China |

Abstract:Since the end of 2007, Australian Government has initiated the health reform which is the biggest one after the introduction of universal health insurance system in 1984. In the current health reform, Australian Government has taken series new measures on health workforce reform, such as establishment of a new national agency to lead implementation of health workforce reform, implementation a national registration and accreditation scheme, enlargement of financing input, innovative management system and mechanism, and comprehensive health policy formulation for the attraction of health workforce to primary institutions. This article briefly introduced the background of Australian health reform, highlighted some new policies in health workforce building, as well as explored its reference for Chinese health policy making on health workforce. |
