摘要:本文根据我国公立医院的具体情况,提出了实现公立医院法人治理结构的具体路径可以分两步走:首先是医院自主组织的完善,即继续推进管办分离,落实医院的自主权,同时建立政府间接管理医院的手段。这个阶段的改革可以包括六方面的内容:治理结构的两方面改革(即建立监事会和政府监管手段)最为关键;而医院内部的两方面改革(即财务制度改革和人事考核制度改革)相对比较容易;医院外部的两方面改革(医院收入补偿机制和人事制度改革)需要各个政府有关部门的合作,改革难度相对较大。当这六方面的改革都有明显进展以后,可以考虑向法人治理结构改革的第二个阶段推进,即法人组织阶段。 |

The implemental strategies for reforming governance structure of China’s public hospitals |

Abstract:Considering the specific situation of China’s public hospitals, this paper proposes the implemental strategies for reforming governance structure. This reform can be separated into two stages. The first stage is to improve the autonomized organization, i.e. separating ownership from management, realizing the autonomy of hospitals, and establishing the monitoring tools for the government. The reforms at this stage include six measures: two governance structure measures (i.e. set up monitoring committee and government monitory tools) are the most critical; two hospital internal measures (i.e. financial system and personnel performance evaluation system) are relative easy to implement; and two hospital external measures (hospital revenue compensation system and personnel system) are more difficult to implement. When significant progresses have been achieved in these measures, we can move forward to the second stage reform, i.e. corporatized organization. |
