| 摘要:支付制度改革是我国新型农村合作医疗管理的重要内容。通过对我国新农合支付制度改革中有关支付方式选择、支付标准的确定、定点医疗机构监管等几个方面的问题进行深入的分析与讨论，认为在支付制度改革时应处理好几个关系，包括费用控制与质量保证、服务监管与激励机制、费用控制与需求调节等，以保证支付制度改革目标的实现。 |

| Some issues for payment system reform in New Rural Cooperative Medical Scheme |

| Abstract:Payment system reform is an important task in New Rural Cooperative Medical Scheme(NRCMS) management in China. This article deeply analyzed and discussed some thought about choice of payment methods, determination of payment standard, and supervision of contracted medical facilities, etc. in NRCMS payment system reform. Based on these discussions, author concluded that some relations in payment system reform, such as cost control and quality assurance, medical service inspection and incentives mechanism, controlling medical cost and adjusting medical demand, etc., should be managed well to ensure realization of the goal of payment system reform. |
